Role: Young keeper of Saint Orin's Chapel and its burial records. Allegiance: Chapel and local record keeping. Status: Part of the local cast; current position at the accepted checkpoint is not given.
Pell has ink-stained hands and found inconsistencies in Corvin's burial entry. He can authenticate Corvin's second ledger, which is hidden behind the chapel's cracked east saint in the campaign material. Pell is uneasy about accusing the Crown without support. The prepared hearing gives him a clear principle: records should protect people rather than become weapons. He reads delivery entries when the party is candid about why the soldiers died. In later council material he asks what will be made public and argues that safety cannot depend on a single secret ledger. These hearing and council appearances are not accepted checkpoint events.
