Pellin initially considers the party traitors after Vance's death and demands a lawful hearing. He believes public procedure is the only shield he understands. Once shown Vance's hidden counterseal, he recognizes that Vance bypassed ordinary recording and shifts toward demanding a hearing about conflicting orders. He can identify unit forms and show that Vance bypassed the regional command ledger. In the accepted sequence he surrendered and survived. Later hearing testimony and siege decisions are prepared possibilities. His exact position and treatment at the current checkpoint are not further specified.
